No, the BIP39 spec includes 12 and 24 words. BIP32 is an earlier Bitcoin standard that is not to do with the mnemonic seed phrase.

Dave Scotese said that Exodus and Jaxx are not BIP39 either. These wallets should be avoided because they can’t be exported to hardware wallets or other wallets. Electrum desktop can import a BIP39 seed so there is no reason to create a wallet with Electrum.

Basic idea is to export private keys from old qt wallet.dat file and import them into electrum. I personally would not sweep them cuz of tx fees.
